This collar allows the wearer to present a human appearance. Its dwarven origin (created in Khantum during the Hill Wars to aid dwarven infiltrators to spy on humans mean it does no alter the wearers appearance to dwarves.
It is unclear if it works to alter the appearance to other non-human races.
